Same mill, same FOB price, same port. One buyer pays zero duty at customs. The other pays 12 percent. The $48,000 gap isn&#8217;t about the product \u2014 it&#8217;s about one piece of paper traveling with it: the Certificate of Origin.<\/p><br>\n\n<p>In international procurement, margin is rarely set at the negotiation table. It is set on the certificate.<\/p><br>\n\n<h2 style=\"margin-top: 40px; margin-bottom: 20px;\">What a Certificate of Origin Actually Proves<\/h2><br>\n\n<p>A Certificate of Origin is the official document that establishes where a good was economically produced or sufficiently processed. Customs uses it to determine three things: which duty rate applies, whether anti-dumping measures are triggered, and whether the shipment falls under quota.<\/p><br>\n\n<p>Without it, the highest default duty rate kicks in. There is no margin for error.<\/p><br>\n\n<h2 style=\"margin-top: 40px; margin-bottom: 20px;\">Preferential vs Non-Preferential: The Distinction That Costs You Money<\/h2><br>\n\n<p>There are two types of Certificate of Origin. Confusing them is expensive.<\/p><br>\n\n<ul style=\"margin-bottom: 20px;\">\n    <li style=\"margin-bottom: 10px;\"><strong>Non-Preferential Certificate:<\/strong> Proves origin only. Used for anti-dumping, quotas, and labeling. No duty reduction.<\/li><br>\n    <li style=\"margin-bottom: 10px;\"><strong>Preferential Certificate:<\/strong> Reduces or eliminates customs duties under Free Trade Agreements Turkey is party to. The most common forms are A.TR, EUR.1, EUR-MED, and Form A.<\/li>\n<\/ul><br>\n\n<p>A non-preferential certificate says &#8220;the goods came from here.&#8221; A preferential certificate says &#8220;the goods came from here, and they qualify for a duty cut.&#8221; That difference shows up on the invoice.<\/p><br>\n\n<h2 style=\"margin-top: 40px; margin-bottom: 20px;\">Which Document Goes to Which Market in Turkey&#8217;s FTA Network<\/h2><br>\n\n<p>Turkey holds preferential trade arrangements with dozens of countries. Each agreement has its own document and its own rules of origin.<\/p><br>\n\n<ul style=\"margin-bottom: 20px;\">\n    <li style=\"margin-bottom: 8px;\"><strong>EU Customs Union:<\/strong> A.TR Movement Certificate for industrial goods. EUR.1 for agricultural and ECSC products.<\/li><br>\n    <li style=\"margin-bottom: 8px;\"><strong>EFTA (Switzerland, Norway, Iceland, Liechtenstein):<\/strong> EUR.1.<\/li><br>\n    <li style=\"margin-bottom: 8px;\"><strong>Bilateral FTAs:<\/strong> EUR.1 or an agreement-specific origin declaration.<\/li><br>\n    <li style=\"margin-bottom: 8px;\"><strong>Pan-Euro-Mediterranean Cumulation:<\/strong> EUR-MED, for cross-cumulation across the network.<\/li><br>\n    <li style=\"margin-bottom: 8px;\"><strong>Generalized System of Preferences:<\/strong> Form A.<\/li>\n<\/ul><br>\n\n<h2 style=\"margin-top: 40px; margin-bottom: 20px;\">What the Right Certificate Saves You at Customs<\/h2><br>\n\n<p>Correct use of a preferential certificate saves between 5 and 25 percent in customs duty depending on sector and destination. On a $500,000 shipment, that is $25,000 to $125,000 dropped straight to margin.<\/p><br>\n\n<p>A meaningful share of Turkish industrial exports to the EU still ship without an A.TR or with an incorrectly drawn one. Those exporters give back at customs what they won in negotiation.
